I have a sansui model hdlcd1909a I have the picture mode on full screen but there is still black bars on the top and bottom

Try going to a different picture setting

It sounds as you desribe, the vertical output IC and or the b+ feed capacitor off the Hi voltage transformer feeding the vert. IC its required voltage. Not a really hard job to replace, but not for a handi person to do. This should be left to the professional, as there are no user serviceable parts inside this set and with the HI voltage and the safety issues its best to call somesone to assist you with this repair. There are horizontal and vertical relays in plazmas that go out over time and cause this to happen , You can get an estimate from a local tv repair service in some cases they can give it to you over the phone. Good luck.

check for dry joints around the main chassis,esp the supply lines .

Originally when 16:9 TVs were produced movies were being shot in 16:9 so that you had a full screen. Now they are being shot in 14:9 as it gives you a more cinematic experience. This is due to the fact that colours look more vibrant when they are placed against a colourless/lightless surface (such as a black panel) as for the bars on the side of the screen LuciferStarr is correct; it depends on the format in which the video was originally produced. For example most older television shows are still shown in 4:3 but newer shows and movies are produced in the widescreen format.

CHANGING THE SCREEN ASPECT RATIO: ( From Manual )
The TV can display images in four different modes: Wide, Zoom, Panoramic, and Normal. Each mode displays the picture differently. To change the screen aspect ratio:
1. Press the MENU button on the remote.
2. Use the Arrow buttons to highlight the Wide icon. Press OK.
3. Use the Arrow buttons to highlight your desired screen mode and press OK:
• Normal preserves the content's original aspect ratio. Since the 4:3 aspect ratio is not large enough to fill the TV's screen, black bars are added to the left and right of the display image.
• Wide stretches a 4:3 aspect ratio picture to the edges of the screen. Since the picture is being stretched, the display image may appear distorted. If the program is already formatted for widescreen viewing (1.85:1 or 2.35:1), then black bars will appear on the top and bottom of the display image.
• Zoom expands images with black bars to fit the screen.
• Panoramic expands the display image to fill the screen.
images may appear wider than intended.
If you are watching widescreen (1.85:1 or 2.35:1) content, black bars will still appear on the top and bottom of the display image. This option is only available when the TV is displaying a 480i/480p source.

I cant keep the picture at full screen fom channel to channel

The reason for this is that the incoming signal is not always the same. Stations broadcast in different formats from 480i to 1080. If the bars top and bottom or side to side bother you then you'll have to stretch the picture (try different modes) to keep the picture screen full.

Screen display mode

Because the broadcaster is giving you the bars at top and bottom there is nothing you can do except use the different aspect or screen formats that are on your TV. Please take a few moments to rate my answer. Thanks....

Widescreen

Unfortunately, a cinema screen is even wider than a widescreen TV. Because of this (in order to keep the original aspect ratio), even with a widescreen TV you still end up with the black bars top and bottom.

Check the aspect ratio of the DVD (Should be printed on the back of the case somewhere).

Unless it says 1.85:1 or 16:9 Anamorphic, you will get the black bars. (Many films on DVD are 2.35:1 or even wider!)

Have you got any different picture modes on your TV. I've got a Toshiba and it has something called 'cinema mode' which does eliminate the bars. Unfortunately it does it by zooming in on the picture slightly, so you loose a bit off the side of the picture and the image does get a little grainier.

Most if not all DVD's are 16 by 9 even in 4.3 mode you are going to have those bars on this TV. Some television have a zoom feature to get rid of that but not this one.

It sounds as if you have accidentally entered widescreen mode. Explore the on screen menu to find the widescreen option & switch it back.

Line in the middle of screen

You have a bad component in the vertical circuit of your set. If you hit it on the back of the cabinet with your hand which will "jar it" and the picture flashes back on then you have loose connection. If nothing happens then the vertical circuit has a bad component most likely the Output IC. (Chip) Stargazer

Black bars in the picture

For Models: CC4352, CC4362, CC4393. Your camcorder has a wide format recording mode that lets you make recordings compatible with the 16x9 format. When 16x9 is activated, the camcorder records black bars at the top and bottom of the picture to produce the wide-screen (movie) effect. This is also known as "letterbox" recording. Do not use this mode unless you have a compatible 16x9 TV. When played on a regular TV, black bars appear on the screen. If the 16x9 feature is activated on your camcorder and you want to turn it off, press REC/PAUSE to pause recording, and repeatedly press DIGITAL EFFECTS until no digital effects display appears.
