This phone you have is on a Panasonic DBS phone system. The phone system can be programmed to have any combinations of telephones ring under different circumstances. If you can swap phones around (with another known working phone) and the phone at that location still does not ring then it is definitely in the programming for that location not to ring. The phone system would have to be programmed. In that case you would need to get someone (phone system installation company) familiar with the system you have to re-program it. A phone system Programming manual would be required (not a user guide).

Press the menu button and scroll to "ringer setting" and set to what you want. If that does not work scroll to "initial setting" and that lets you change the number of rings you want it on. When you set it to the number then hit save to save it and it will give you more rings. The second one "initial setting" is what I used.

Is there an 'M' on the display? If so, that means it is in 'meeting mode.' All you have to do is press and hold the star key (*) and that will take care of it.
