It sounds as if your Floodlight is just being Defiant.... ;)
Seriously, a likely culprit is the photocell circuit.
This triggers a solid-state switch when light intensity (Lumens) falls below a set threshold.
An electronics tech could test it for you.
Also ensure that sensor is not being struck by light, from another source, or via reflective surfaces nearby.

The light switch may be defective and needs replacement with a new one. The plug connection is loose or the wires that connect to the electrical outlet are loose and need to be reconnected. Just remember to turn off the power before fixing it.

Maybe two light fixtures each with photo sensors and the lights being near each other, might trigger both sensors to react to each other and turn lights on and off rapidly.
