The air filter is a simple foam element, it can be removed by removing the filter cover, the cover is just underneath the fuel tank and secured with a push in plastic clip, the earlier version has a screw holding the filter cover and the filter is a flat rectangular element,

I suspect the carburetor is full of remnants of the same fluids you found in the tank. If it was my saw I'd take it to the local Stihl dealer for an estimate to repair. I'd expect to pay $40 - 80 for a tune up and repair depending on how many fuel hoses must be replaced. HTH

You can only clean it if it has a replaceable (fabric-type) filter...If it is paper, it is disposable and will have to be replaced if bad.

Just about all internal combustion engines have some type of air filter. Clean air to any engine is extremely important. Most engines always have the air filter located ahead of the carburetor or the fuel injection system. Yours is probably located on the side of the engine under a cover with a screw in it. The cover may look like part of the main engine cover, but it will be smaller. Check on both sides of your machine, just behind the front of the engine.

I found the manual for this model weed eater, according to the manual the mixture...
and I quote "This engine is certified to operate on unleaded gasoline. Before operation, gasoline
must be mixed with a good quality synthetic 2-cycle air cooled engine oil designed to be
mixed at a Ratio of 40:1 ...." and I quote once more from the manual "Helpful Tip. To obtain
correct oil mix ration, pour 3.2 ounces of 2 cycle synthetic oil into one gallon of fresh gas."
