Is the blue line appears always or only in windows? If the lines appear only within windows then there could be driver related problem.
To make sure try to enter the bios when starting your laptop. If you cal see the blue lines there, then there is a chance that you have lcd problem

PCs all use drivers for the various components they are designed to run or installed as an upgrade etc. Drivers are often updated during the useful life of the PC or device that is using the driver, so the best source is the manufacturer of the PC or the device itself. In your case Toshiba is going to be the best bet, even if you have your original restore disks the drivers contained on them may be outdated, or have issues the newer drivers were developed to fix. I have worked on a few Toshiba laptops including the M35 series, the drivers are available through the support link on their site, and with the full model # you should have no problem getting the correct one for your unit

To determine if your video card is faulty, connect an external monitor to the laptop, power up the monitor first and then the laptop.
The video data will automatically switch to the external monitor and if you see a normal image then the video card is OK and the fault maybe the video cable, it may need reseating.
If the image still has the strips, the same as the LCD screen then the fault is most likely the video card or video RAM..
On some laptops video RAM uses part of the main memory modules, reseat the RAM modules and if this doesn't fix the problem then the fault is the video card. This very difficult be fixed becaused it is part of the motherboard.

when it stopped working the first time it is possible the laptop overheated and fried the cpu or motherboard. check the mother board and cpu for any physical marks where overheating has occured .

Toshiba satellite m35-s456 my computer lights come on but it will not boot up?


The same thing happened to me today. I think it is the power supply connection to the mother board. I had to replace the motherboard 2 yrs ago with the same symptoms. I can reboot the computer 20 times and once the laptop will boot-up OK. But most of the time the power button will come one but the screen is blank. I'm not sure if I am going to get a new laptop or just replace the motherboard...again...
