No, it means the Electro Brake is not engaging 100%,
Check the motor under the seat, now you will see two thick wires come from the motor , Red & Black if you look to the side of the motor you should see two thinner wires leading to the side of the motor , those are the brake power leads, (depending on Model) , has the brake seized ? or are the wires not making a good connection, these wire should lead back to the motor controller , normally a black or blue box, that is the motor controller , check connections, depending again on brand and model.

Sounds like Overload Cutout ??? Use a Higher Rating Cutout, as going up hill is very hard on Scooters and it also depends on your weight.

It really helps to include make and model of your scooter. Generally speaking i would block the drive wheels up, then turn the speed control to max, tape down the toggle lever, the wheels should turn. The wheels should turn smoothly. There shouldn't be loud noises, rattling, squeaking or grating. Pay particular attention to the brake housing located at the end of the motor on the trans-axle. Is it getting hot? feel the motor is it getting hot? Run the thing for about 10 minutes DON'T LEAVE UNATTENDED! If all is well slow it way down until its going as slow as it can possibly go. AT any point does the motor stall?
If during the high speed no load test the motor stops and the service light is flashing on the tiller head [you count the number of flashes] it will probably be an over amp indication. Depending on what scooter you have the controllers in them can to some extent tell you where the problem might be. The problem is when these controllers find a fault they will shut you down. If you have one of these newer controllers you can reset it by tuning the scooter off then on. Older scooters use a breaker. What I'm suspecting is either an open or shorted motor winding or worn brushes. with a shorted winding normally the motor gets hot. Motors will often stall when the armature turns to where the brush makes contact with the pad with the bad winding. The easiest way to deal with this stuff is to remove the trans-axle and take it down to a motor repair shop. They can test it and tell you everything about it once they test it. All of the scooter OEM's will tell you the trans-axles are sealed units and if bad have to be replaced. THEIR NUTS, any motor can be rewound, bearing can be replaced. These trans-axles are simple, and the motor is not any different either. These guy snow you into getting a new trans-axles when the old one may need as little as new brushes. A new trans-axle will cost you $1,000 and up. Rewinding a motor cost $250 for a big one. So i'd have that trans-axle test and if its old i'd have them service it. Then you know that part is good. Get back to me on this with the make/model with out this info i can only be general with you.
