From my experience, the only person who can open this is the owner...or Apple.
So, if you brought it from eBay or likewise, i would ask the seller to unlock it from their end...as they won't want to give you these details.
If not you may need to return it for a refund.
If anyone asks you for money to activate this....Run a good mile.
