Draim pans do get dirty and partialy block drain pan. If possible take a shop vac and gently **** out the drain line. This will pull the restriction out of the line and help clean drain pan. Rusty

SOURCE: Inverter AC model RAC60NHA Problem -

Check the outdoor units electrical service disconnect at the outdoor unit, it may have a removable plug with time delay fuses inn the plug or behind a plastic wall facade or divider, you can remove this exposing the fuses if not in the plug itself,it may have a breaker there too? whatever is there insure its on and fuses are good, the main breaker panel for your home may be off too!

Samsung 1.5 ton slpit AC.the out door unit is very noisy

Check to see if the noise is coming from the fan, could be bad bearings. Replace the fan motor if that is the case. If the noise is coming from the compressor, the only other place besides the fan, then your compressor has some issues and will probably stop working soon, maybe line up for a replacement before you are left with a hot house.

Soleus KFGHP-09-ID Mini Split

This is normal operation for these styles of minisplits. The thermostat is not in the remote but is located on the return air of the indoor coil, so the air needs to be flowing in order for the thermostat to measure the rooms temperature. Set your fan speed to auto and the fan will slow down when setpoint tempurature is met.
