I have cleaned the burner ports and replaced the burner valve. Burner valve adjustment screws are at lowest setting (turned clockwise until they bottomed out). All other burners appear to be working normally. I don't think these burners have air gates.

It sounds like the repair man was correct. The only variable is the valve, if the rest of the burners are fine then it will be the valve

Yellow is a "reducing" flame meaning low oxygen, whereas blue is an oxidizing flame. There is not enough air mixing with the gas. Clean out the pipes and free the air intake holes on the first stage of the burner assembly.

Sounds to me like the new burner that was put on, has the wrong gas orifice in it. Possibly a nat gas orifice instead of a propane orifice. If it's a propane grill, take it to your local propane co and have them look at it. Also, sometimes just a spiderweb or dirt dobber nest in the burner's venturi tube can cause that kind of problem. Blow it out with an air compressor and see if that's the problem.

Bob, your wife is partially correct. However, both burners should have blue flames with orange tips. Cleaning the burners and the their venturi valves, should solve the problem. When I say cleaning them, I mean removing and cleaning them.
