can you hear the starter spin faintly when you jump it? like if the solenoid wasn't engaging into the flywheel? other than that i think you got everything covered.... did they load test the starter or just put power to it and spin it up? also make sure the copper wire from the main lug on the starter to the brushes inside the starter is not damaged or missing.. take some jumper cables and hook them to your battery and then directly to the starter and see if it spins it up if not try that with a different battery,, if still no go buy a new starter it may not be performing under heavy load good luck please rate -jeff

the starter has one 4 guage wire but this is positive coming from the battery and the ground wire is connected to any part of the engine so the best way or the best thing you can do is follow the ground wire from your battery (black) and see if is connected to the engine some carts they do have one ground wire connected to the bolts holding the starter to the engine also make sure you have connected the positive wire to the starter

plug the lug wire (Bullet connector into the starter (Bullet connector) from relay and you should be set. the square thing is the starter relay and wehn you turn the key to start mode it powers the relay that then starts the motor. this is a safety feature so the starter don't get stuck trying to start the car all the time. If you need help post to this replay and if helpful please rate this answer.

SOURCE: The ground cable of my 99 ford f250 LD 5.4 V8 from
the cable coming off the starter is the postive (+) cable not the ground cable. thats why its not truning over cause you have now power going to the starter. run the cable from the stater to the (+) side of the battary and i bet it will start up

The ground cable is bad, replace it and you'll be good as new.
