SOURCE: I want to turn off my electric underfloor bathroom heating completely and don't know how.

There should be a fuse or breaker that would turn that off. It should be on one circuit by its self for the bathroom heating system. If its a breaker just flip the breaker switch.

Siemens underfloor heating control panel clock keeps resetting

A common problem with a particular batch of thermostats, We have sold hundreds of them .The reset occurs with high humidity eg steam. This resets the unit. The solution is to use circuit board sealant on the back of the circuit board and problem disappears forever.
