Cheryl, I have the same issue now. Mine is a Fellows powershield C120-C. the Bin is full, but is stuck the white casing seems to be broken off the paper bin inside the unit. I realize your issue was years ago. any help would be appreciated.

check underneath to see if the bin full flap is working.
First, uplug from power. Look underneath and see if you have a flap. If you do, then make sure it's quiet and move the flap back and forth. You should hear a microswitch click.
If you don't have a flap and the hopper is removeable, make sure hopper is installed properly.
SOURCE: The drawer to the shredder will not pull open
You have to get the drawer out to get to the screws holding the top on.

Yeah, you can take the top off.... My C-220 had three screws under the front top area, and then two snap-out tabs at the top back area. It was easy.

This just barely happened to me - I used needle nose pliers and a kitchen butter knife. It took 30 min but it will come out. Good luck!
