Try uninstalling Flash Player by downloading the uninstaller from this page http://www.adobe.com/go/tn_14157.
After that just re-install the latest Flash Player (10.0.12.36) from this page.

Unfortunately, you cannot install Flash because it's not supported by Apple.

What you can do is to jailbreak your iPad then install Frash on Cydia or download Skyfire Web Browser for iPad.

If you need it to view YouTube videos, you can use the native YouTube app in your iPad.

You not even can find the flash player on the app store, because it not even won't work on your iPad. Flash player does not work with Apple devices and soon no computer will.
On the iPad, you also only can install games from the app store. Unless you did a jailbreak, but still you should get the games from cydia, and if they need Flash player, they will tell you how to get it.
