Solenoid can be bad, or the starter. Short across the heavy leads of the solenoid to see if that's the problem. If not, replace the starter. Big spark from the short across solenoid; you could actually burn yourself.

What you have is a bad ignitor. It is a small part located behind the RPM limiter. Getting to it is a little tricky but I will try to explain. On the front of the motor, you will find 2 10mm bolts holding a black object that is the RPM limiter. Take these two bolts out and you will find the silver part behind the black box. It will have one wire running to it. The reason it is intermittent, is that heat from the engine builds up and the heat causes it to be bad. When it cools down, it will go to running again. The part runs about $50-$70 . Replace and make sure the connection fits snugly and that the wire that was under one of the bolts goes back on.

What are the symptoms of a bad solenoid in a golf cart? On an electric golf cart, the most common symptom is the solenoid is not delivering electricity to the controller when the vehicle's ignition is turned on. In normal operating conditions, the solenoid clicks on and off with the ignition switch. A failing solenoid will generally not click.

If it clicks, it is more likely to be the accelerator potentiometer, basically the variable gas pedal. Great resource in the link for Golf Cart woes.

The solenoid on the starter motor applies battery voltage after the starter meshes the gear with the flywheel. Those contacts wear so replacing the solenoid is in order.

Find the year serial nimber A9649-548612 club car golf cart was manufactured

Since 1981 Club Car Golf Carts have positioned their serial numbers just under the glove box on the passengers side of the vehicle. The first two numbers (not letters) indicate the last two digits of the year of manufacture.

On Club Car Golf Carts prior to 1981, you can find the serial number by raising the seat and locating the aluminum, I-beam frame section closest to the batteries on the driver's side of the car. If the serial number plate has been removed, you can confirm it is a 1975-1980 model if it has two brake pedals and one accelerator pedal.
