Some times it is best to get the motor rewound from a reliable rewoinding shops that are found in most places. This can work out much cheaper as ordering the motor might cost you twice the money you spend on the full unit. Also confirm if this can be brush failure , take opinion and estimate.
Rewindings shops are seen everywhere in India but choose a reputed one who can do the winding for 230 volt mains voltage with accuracy.

I Cuisanart mini prep and removed the bowl, lid,

Make sure the tab on the lid is making contact with the "tower" in the back and that the work bowl is locked properly into place so that the plastic tabs show on each side toward the bottom of the work bowl.

On the KitchenAid 3 cup Chef's Chopper, How do you lock the blade so I can turn on the chopper?

The Kitchenaid food choppers have a few safety features implimented. If the unit is not assembled properly, this may prevent the unit from turning on. Proper assembly is below:

If it isn't all ready, please disassemble the entire unit. This means removing work bowl, work bowl lid, and blade.

Start by placing the work bowl onto the motor base. The work bowl handle should be facing at 9 o'clock, which is out to your left. Rotate the handle downward until it locks in at the 6 o'clock position, which will lock over the center of the button panel.

Repeat the process with the work bowl lid. The blade does not need to be present for the motor to engage, if this is an assembly issue.

Blade will not release

Our blade just came apart at the seam just above the blade, so we know what's inside. There is a small v-shaped piece of spring wire that is spread apart from the stem that is mounted to the machine. When the button is depressed (it's on a tiny spring, like a mattress spring, and that's what makes it bouncy), it spreads the v-spring wire and releases it. If you can get the seam apart, it will release the v wire and not damage the machine. Replacement blades are available on-line for $13.95, and whole machines are available on e-bay. Good luck.
