Dear malch652,
of course.. try to open the controlpanel and find the hardware properties on keyboard lay out. Try to update the keyboard driver and choose yourself (not configured by windows) select the 102 english keyboard lay out or 109keys japanese keyboard lay out (This is for Japanese made). And install it.

Any other way is to chage the regional and language setting on controlpanel and choose your location to match the keyboard input method and lay out according to your need. Don't worry, Windows are user friendly.. don't hesitate to explore, you can add, remove and anything with your keybord lay out.. After you master the keyboard, you can put the back to DEFAULT setting.

GoodLuck!

Upper and lower numbers, or letters? I don't know anything about lower numbers. But you press the shift key or take off the caps lock to change from upper to lower case and vice-versa.
