I'm not positive about this, but I seem to recall that these type of clocks have two "silence levers" on the movement. These levers are located at the upper left and upper right corners of the movement as you face the movement from the back. The movement back panel has to be removed if it has one.
If the levers are pushed toward the chime rods, they will silence the hour or musical chime, depending on which one it is. I believe the silence levers are supposed to be moved away from the chime rods so the rods can retract and then strike the chime bars.

It is normal for the average wall clock. Of course, this can be adjusted, but without watch/clockmaking knowledge it is impossible, because first you need to find out which part of the movement is causing early chiming - and there are plenty of them.
Super fine adjustment can be found only in top of the range clocks. Hundreds of hours of craftsmenship are spent to adjust and fine tune them. That's why they cost a fortune.
If you can not live with that early chiming, you have to bring your clock down to the watch/clock repair shop and ask for help. Be ready to pay quite a money, as this job takes the skill and a lot of time.

I suggest that you need to remove the the first Left weight and see if the clock will run normal again since you mentioned it was not connected before you took possession of it.
Remove the Left Weight and see first if thing will run fine on the clock, must be a reason why the first owner never connected the Left Weight.
Won't hurt to try.
