It sounds like you need a new belt for the front wheels.

My Troy-Bilt Self Propelled Lawnmower Wheel Not Turning on Grass

Hi,

Please pour some oil on the axel of the lawn mower wheel before attempting to use it on the grass again. If this fails again, it might be time to upgrade your lawnmower.

Thank you.

Can I put a bigger diameter wheel then factory 8in on the rear of my Troy bilt TB210 self propelled mower ( Front wheel drive)

yes but it will effect the speed. a bigger wheel will make it pull faster. and the deck will have to be adjusted for the right height of the back wheels for cutting grass even

How do you remove the gears on a front wheel self propelled troy bilt push mower?

Take the front tires off, pull gears and take out pins, put tires back on and you have a "non-self propell" mower.

Front wheels lock up when pull mower backwards

Typically self-propelled mowers are propelled using the front wheels, which only turn forward. Pulling the mower back while the front wheels are turning will damage the drive gears. It's best to raise the front wheels slightly off the ground before pulling back.

My only guess is you've put the cable actuator in upside down. Sorry, that's the only thing that makes any sense.
