Just pick it out with a blunt stick (like a chop stick) be careful not to damage the inside of the try or the edge. Alternatively, open the door so that the soap try is level; fill with water & let the water soften the soap until you cna just rinse it out.

Those soap trays have small 'doors' or 'flaps' that come open at a predetermined time during the wash cycle. To open up then need a command from the electronic control unit & a mechanical relay controlling the opening mechanism. If the flap is opening at the right time, but just not fully, then you need to check the spring or clip that activates on the command. Perhaps its old or something is stuck in or around it or its rusted. Check there for your problem on both.
