There are three possible reasons for this, either the idle speed of the engine is too high ( unscrew the idle screw on the side of the carb ) or the bearing on which the sprocket runs has not been greased and the drum cannot run freely on it ( remove the side cover, turn the sprocket by hand, it shoud turn freely and not try to turn the crank ) or the clutch springs are weak, or have broken ( remove the side cover, remove the c clip and washer holding the sprocket on, and remove it, you will now see the clutch, check for broken springs, if the shoes can be readily pulled out by hand, the springs require replacment.

remove the recoil section from the unit and there should be a black plastic finger pivoted in the pull section
that throws out or is moved out and locks into the pulley housing
this is the lock/clutch that makes the recoil engage
