My hp desktop pc shuts off by itself during boot and the power indicator on the tower blinks blue repeatedly. After shuttig off I cant hear any fans or any noise at all.

It sounds like you have a board that is not booting at all. Remove everything from the board except the system RAM and CPU and switch it on. If it boots now, shut it down and then replace each individual item one at a time, booting the machine after each item is refitted/connected until you fit something that prevents the machine from booting. Pay special attention to system RAM sticks by removing them/it and refitting it as bad connections in the RAM socket can also cause a boot failure but removing and refitting the sticks usually cures this issue.

Power indicator blinks red

According to the shop manual (found at http://h20000.www2.hp.com/bc/docs/support/SupportManual/c00261093/c00261093.pdf), this indicates no memory. You should open the case, remove and reinstall the memory modules. You might want to use some compressed air to blow out the sockets prior to reinserting the memory modules). If this doesn't work, you'll need to replace the memory.

You have to check with your RAM sir, if you know to remove the side cover of your CPU(tower) there will be a green colored chip fixed in vertical position in the motherboard if remove it and then fix it properly means you will get the display in yur screen.i will show you the RAM picture2f70f69.jpg

remove ram memory - it should beep when you switch it on - if no beep then check CPU in socket and cpu fan spinning when on.
