OCT 2009 (W7 BIRTH DAY)
and some are 2015 and newer PC only w10
the try hard to be not clear in this.
they try hard to assume whole would is w10 up. (or new mac)
BEST IS AVOID THINGS (USB) FROM WALMART
OR TAKE IT BACK RETURNED AS 1/2 DO IN THE LONG LINE.

Uninstall if there was an earlier installation done. It is best to make sure that the wireless mouse is working on another PC so as to confirm if there is any fault on the OS having a corrupt program. Also if files are missing due to a virus within then it will not install properly.
Once confirmed, try and restore the PC to an earlier set date. Now install and then connect the mouse. if there is no response then there is fault in the OS. Also check the USB ports seperately to be working
