ther is a linkage between the key switch and the ignition switch that is under the dash on the steering column. it is called an accuator. i have been driving fords a long time and i have changed five of them since 1980 when ford put the switch on the column. you will have to start off by removing the steering wheel then yhe ignition switch and so on. it is tricky... but not bad..

Under the Troubleshooting steps at the bottom, you will see this text:
Q: I just completed the installation of a Smart Code unit on my door; I am unable to operate it manually, although I checked for smooth bolt operation during installation. What should I do?
A: You need to run the "Bolt Direction" routine again; allow the process to run to completion see Section 8 in User's Manual.
So please go through the installation instruction's Section 8 again. (Remove the battery pack first.) It is important to follow this procedure very carefully for success!
