The fill switch is a very sensitive device. You can test it by blowing into the tube, listen for the switch to click, or use an ohms tester. They are actually adjustble, the adjuster screw usually has glyptol (thread lock) on it. I would replace one before trusting an adjusted one.

Most likey a bad water valve. You can replace it with just a few screws and a pair of pliers for the hose. You can test by swicting around hoses and the plugs on valve if you'd like to test it then try the machine on cold wash(it should be hot). While you switch them inspect the screens for rust and any clogging. Good Luck, Mastatech

It sounds like the inlet valve for the hot water , if you turn the water off remove the two wires going to the valve remove the valve, you have to remove the water hoses I think they are 1/2 " wrench, it comes a part easy it may just be clog up with junk , be carful of the rubber gasget , this is an easy fix I am sure you can do this , also always turn power off first !!!
It is common on Whirlpool models for the water to splash out the top when filling especially when sheets or nylon cloth is loaded in the washer. Air fills the cloth and balloons the garment up this caused water to bounce off the garment and splash out the back. This is the most common reason for those mysterious leaks. Lowering the water pressure coming into the washer can help prevent this.
Testimonial: "The problem was the balancing spring on the rear bottom of the tub had rusted through. This made the tub lean forward, which caused water from the water spout to splash out the back and run down to the floor. All the hoses, inlet valve, inlet spout are ok. Put a new spring on it, Sears Part # 8534035 or substitute # 285901. It comes with 3 springs. My motor had blue stripes on it, so I used the spring with blue stripe. There is one with a green stripe and a plain silver with no stripe. Use the one that matches the color on your motor. The other 2 are a little longer, but I think they could be used, is needed, by hooking bottom end on a hole a little further from the one it is currently in. I removed the cabinet to get to it. A 15 minute job, if you have the same problem. The problem is figuring where the water leak is coming from and eliminating the other parts that typically leak, like the hoses, water pump, etc. The new spring pulled the back of the tub back down and it now fills/rinses without splashing out the back."
