I have replaced the fuel filter, the old one was very dirty and there was moisture present. I was certain that with the replacement of filter the problem would be resolved. My next step will be to drain the fuel from the tank and replace it with fresh fuel, unless someone is able to offer a better idea.
Your next step idea is what needs to be done.
throw a little diesel conditioner in the new stuff too.
nothing kills starting a diesel like water in it. If it does get going it will run stop run stop run stop....change the fuel and I'm sure you'll be good to go.

if the pump is not working it may be the fuel shut off, look in owners manual for location.

I'd be inclined to drop the bowl off the carburetor and make sure the needle and seat aren't stuck and that the float is opening and closing the needle.

Possibilities:Timing is retarded,TPS (throttle position sensor) is malfunctioning.Make sure there isnt a vacuum leak(check vacuum lines and intake for whistling or air sucking)
