Try unpluging it then reset it maybe that might help
If your dial will not turn, there should be one of two things wrong with it.
1) If your machine is over 10 years old, it is likely the timer/control is broken ( as in: worn out), and will need replacement.
2) If it is less than 10 years old, it could also be the plastic ears of the timer/control have broken off and again, that unit must be replaced.
(About 10 years ago, the timer/control began to be changed from a metal housing to a plastic housing on some machines.)

yes you do have to remove the top off the washer and the washer should come with a mounting kit that must be used when stacking this unit. as far as your filling and draining problem i have had this problem several times before you have to replace your speed control board or sometimes called the speed control unit in the lower right hand corner of your washer

Hose must fit tight on switch and tub connection-make sure it has no defects in it. If machine fully drained then did not get to correct water level when restarted then water level switch is bad. Do you hear the motor running but no agitator movement ? If so , then you have a bad motor/trans coupling .

In the bottum of the inside of the Dishwasher neer the front is a flote its round. pull it up and down you should hear a clicking from the rellay. the flote sometimes gets stuck this will let it know to start the sikell.

well the part that tells the water to stop running in is the pressure switch if the water valve is working properly so disconnect the power and if the water continues to run in it is the water valve just replace it
