No slow speed, only fast speed

SOURCE: When I start my jaguar,

if it is a v12, and at idle when warm if it goes up and down then you need to rebalance the throttles, they are off balance causing the idle to raise and drop.
set the butteryflys behind the air cleaners to 2 thousands of an inch using a fella guage and make sure the linkage arms from the pedestal in the middle of the engine are set the same (one is not longer than the other)

This sounds like a Frames per second setting issue.
Just a guess, but you recorded at 15 FPS & the player is regurgitating at 24 (or 30) fps.

If you can alter the speed, there will be a dial on the armrests to turn it down, i presume you have 4mph and 8mph,the dial will adjust the speed , so that it takes longer to reach 8mph.

Also remove and clean the brushes as shown in the same manual pg 8 fig. #30.

SOURCE: mower runs at slow speed only

Sounds like you will need to clean your carburetor.
Sometimes you can get by with priming it a few times, and letting it
run a few times like that and it will flush the gunk out of the jets,
but most of the time you will need to rebuild the carburetor.
If the mower is over a couple years old, then I also recommend that you
buy and install a new carburetor repair kit, because the diaphragm will
get hard and that will cause it to be hard to crank.
When you clean your carburetor and remove the jet screws, count the
number of turns it takes to seat the jets from their original position.
That way when you go to put the jets back in, you know how many turns
they were in/out.
