You can't, that sounds like a PUK Code if it comes up AFTER a hard reset. The hard reset clears consumer set pass codes and lock patterns. The phone may have been locked because it has been reported lost or stolen. It is also locked if the wrong passcode is inputted too many times. You have to contact the cellphone provider of that phone. They have locked it at firmware level using an encrypted key. The will give you a 6 number key.
