Hello Gerald. Each switch has a function. the the test-1-5-10 allows you to set it to test or an on period of 1 or 5 or 10 minutes. The off-3-6-dusk to dawn allows you to turn it off completely, operate from dusk for 3 hours, operate from dusk for 6 hours or operate from dusk to dawn. By operate I mean turn on and then stay on for the number of minutes you set it to with the other switch.
what's nice about the test setting is that with it allows you to check and b sure that the light will come on during daylight by setting the one switch to test and the otner to any setting but off.
If you leave the 2nd switch set to off the first switch will not allow you to test it.

We had a similar problem with a wired doorbell. There is a diode in the doorbell itself that causes the chime to ring fully. If the diode is backwards, you get just a small tone and can only hear the full chime if you hold the button down. If this sounds like your problem, open up the doorbell at the button end (or have an electrician do it) and reverse the diode.

Buy Woods, Intermatic, or GE timers instead.
3) Do not exceed watt rating.
Make sure bulbs are operable.
Try different bulb in same timer output to see if outlet has power.
Buy timers at local store for ez return and exchange.
Try on different outlet.
Test outlet for 80% rated voltage.

April, you didn't mention whether you did the test at night. In addition to motion sensing, the flood light also detects darkness before allowing the bulbs to light up. If it is night, check also that some other light source is not illuminating the sensor. If so, that could fool the sensor into thinking it is daytime.
