There is a thermal fuse on the right side of the heater housing up top. Follow the two white wires. They will lead you to the thermal fuse. The thermal fuse kit is what you need to buy. The part # is la-1053. The kit comes with a high limit thermostat. That is mounted just above the heating element.

That must be the motor is bad if you have already detirmined the fuse mounted on the heater is ok. Buzzing usually indicates a motor poling out.
