Question about Hisense Televison & Video
It is a common problem for the Hisense TV, the problem is defective back lights ASSY, you need to find the burned, or shorted LED diodes on the defective strips & replaced it (them).

This is a Backlight Bulb or Inverter (power supply for backlight) failure.
If in warranty, take it to service
You can try to order an Inverter, or if needed you can get a replacement bulb (not easily available)

SOURCE: Toshiba 22LV505 TV-DVD:
Check the DC filter caps in the power supply first. Check the 24vdc (or 18vdc for this 22" model) to see if it goes away when the screen goes black.
There are main AC fuse, backlight inverter fuses, T-CON fuses.

If you still have back light, then the T-con is probably defective. If you don't have back light, then you either have a bad power board/inverter or a defective panel
