If the fan comes on when you turn the fan switch to "ON" you have control voltage available, if it does not you may have lost control voltage at the low voltage transformer which is typically installed in the furnace/heater portion. Loss of low voltage can be due to a few things that can be remedied easily and safely. At the furnace, check to see if there is a power switch (like a light switch) near the furnace portion and that it is ON. Some furnaces have a power cord that plugs into an outlet installed near the furnace, if you have the power cord ensure it is pushed all the way into the receptacle, plug a know working lamp or other electrical device into the receptacle to test for power. If you have power to the furnace but still no functionality remove the blower access door and reinstall it as most if not all have a switch built in to disable the furnace if the door is ajar. If none of this works call a technician, if he finds the transformer has failed check the wires going to the AC and the thermostat to ensure a rodent has not chewed the insulation away causing a short which will damage the transformer.

the unit may be drawing the cool air it just released back into itself,plus the air close to the unit may be a little cooler than the air in the rest of the room.

The compressor motor , once warm is grounding out due to wear and is going bad.Have the compressor replace while it is still clean is cheeper and easier that doing it after a burn out,which will eventually happen,if the compressor is tripping the brreaker as I suspect..

Verify 24 volts at the low voltage transformer inside the air handler. If it is OK, jump out the red/green and yellow thermostat wires. If everything comes on, replace the thermostat.

It should read 24v not 12v!!!!! Check your sub base on the t-stat. Voltmeter set on volts, touch R to C and get 24 volts if no common to the C then touch R to G which is the Indoor Fan Motor! If the Indoor fan is blowing air out the vents you are getting power to and through the transformer. AS stated check all wire connections and if good the problem is a faulty Contact Relay out side at the Condenser Unit! Check the low voltage wires comeing into it for 24v if it has it when the T-Stat is set to call for cooling then your contactor is bad!
