My system is not turning on my AC or heating... I checked the breaker, and also that the system is cycleing on when I move the degrees above and below room temperature. still won't cycle on

If the fan comes on when you turn the fan switch to "ON" you have control voltage available, if it does not you may have lost control voltage at the low voltage transformer which is typically installed in the furnace/heater portion. Loss of low voltage can be due to a few things that can be remedied easily and safely. At the furnace, check to see if there is a power switch (like a light switch) near the furnace portion and that it is ON. Some furnaces have a power cord that plugs into an outlet installed near the furnace, if you have the power cord ensure it is pushed all the way into the receptacle, plug a know working lamp or other electrical device into the receptacle to test for power. If you have power to the furnace but still no functionality remove the blower access door and reinstall it as most if not all have a switch built in to disable the furnace if the door is ajar. If none of this works call a technician, if he finds the transformer has failed check the wires going to the AC and the thermostat to ensure a rodent has not chewed the insulation away causing a short which will damage the transformer.

the unit may be drawing the cool air it just released back into itself,plus the air close to the unit may be a little cooler than the air in the rest of the room.

The compressor motor , once warm is grounding out due to wear and is going bad.Have the compressor replace while it is still clean is cheeper and easier that doing it after a burn out,which  will eventually happen,if the compressor is tripping the brreaker as I suspect..

Verify 24 volts at the low voltage transformer inside the air handler. If it is OK, jump out the red/green and yellow thermostat wires. If everything comes on, replace the thermostat.

It should read 24v not 12v!!!!! Check your sub base on the t-stat. Voltmeter set on volts, touch R to C and get 24 volts if no common to the C then touch R to G which is the Indoor Fan Motor! If the Indoor fan is blowing air out the vents you are getting power to and through the transformer. AS stated check all wire connections and if good the problem is a faulty Contact Relay out side at the Condenser Unit! Check the low voltage wires comeing into it for 24v if it has it when the T-Stat is set to call for cooling then your contactor is bad!

Honeywell RTH7600, RET97C has been operating good until recently. AC had always come on when there was a 1 degree difference between setting and room temperature.

When you turn power on/off your resetting the entire system. The problem is your air handling unit or outdoor unit. Something is locking out the system. Would need model number outdoor unit/indoor unit.
What breaker are you resetting? For what unit.

What does -AC on honeywell chronotherm III thermostat mean?

AC means "air conditioning." If the AC icon is showing on your thermostat it means that your air conditioning is activated and should come on when the temperature threshold you've set on the thermostat is reached.

For example, if you've set the temperature level to 78 degrees, when the house temperature goes above 78, usually by about two degrees, the air conditioner should cycle on to cool it back down to 78 degrees at which point it will then turn off.

this thermostat does not have a deadband option, the only other thing you can do is set the program for a different temp. the cycles per hour just restrict how many times the unit comes on.

Yes it is a three ton unit, there is no square footage method for determining the correct size for an a/c or heat system, a proper heat load must be performed to verify the heat gain and loss of the structure. Also, if the ASHRAE method was utilized for sizing your sytem them it is sized to keep the structure 78 degrees inside with a 98 degree outdoor temperature. (the thought process that was explained to me was that most areas only spend a couple of hundred hours above 98 degrees) In my mind that is when I want my a/c the most! and I want it 72 inside my house. For my area I use 100 outside and 70 inside for my load calcs, many years ago when I first got out of school , I used the "standard conditions" after replacceing a few units for free, and a few unhappy customers I moved to the paramenters that I gave above. Probably not the answer you wanted...(sorry)

If the house is actually cooling, but the thermostat thinks in 90 degrees in there, you definitely need a new thermostat. If the house is actually 90 degrees, the AC SHOULD cycle on and stay on till it reaches the preset temperature. Since it doesn't make sense that you would complain about the AC cycling on at 90 degrees, I can only conclude that you have a faulty thermostat.
