Slide the plastic piece off the cloth bag and open the top. Looking down into the cloth bag, you will see the old bag. It is secured to the machine near the top. You will find the cardboard collar about a third of the way down. Remove it carefull. Now, stand BEHIND the machine and put your knee against the back of the handle and taking the new bag, open the hole in the cardboard collar and insert the bag into the cloth bag and put the cardboard collar onto the handle fitting. It helps to put the lower part of the hole on first and then press the top of the collar onto the handle fitting. The idea of standing behind with your knee against the handle is so that as you attach the bag, you will be pushing against your knee which will steady the machine and allow you to use the required force to complete the action. Once completed, fold the top of the paper bag down, so that when you replace the top slider, the paper bag is NOT clamped between the cloth bag and the slider.

Mary, It sounds like you didn't get the bag on properly. When putting it on the neck you must turn it until the small lever on the side of the machine is depressed. This is a safety switch so that the unit cannot be run without a bag. Once it is properly installed it should run for you.
