If you have windows xp or below:Right click on the desktop and choose properties, navigate to the desktop tab and choose your new wallpaper, then click OK If you have Vista or higher:Right click on the desktop and choose Personalize, then choose Desktop Background, choose your new wallpaper and click Save Changes.
If you want to use the windows7 backgrounds, just "right-click" on your desktop and "left-click" personalize tab. On the bottom part "left-click" an icon with label "Desktop Background", there you can choose your desired background on your desktop. You can also try "right-click" on a photo or picture, and choose Set as desktop background...

Unforetunately you cannot do anything to your desktop background because that is the default feature of Windows 7 Starter Edition. You have to upgrade at least Home Premium of your Operating System for you to change it .

To change your netbook's wallpaper, just click on an empty space on your desktop. Right click and choose Properties. Click on Desktop Tab. You will see there BACKGROUND and under it, listed are background photos that you can use. Just choose what you like, click Apply.
Alternately, you can go online and search for a photo you would like to be your background. Just right click on the photo and choose Set as Desktop Background.

Right click on a clear spot on your desktop and choose properties. Then click the "desktop" tab. In the list below note which option is highlighted. If it is a screensaver program or "Internet Explorer Wallpaper" choose "None" from the top of the list and then select a background color from the right lower corner. Select apply, then OK and close the desktop properties. Reboot. It should work correctly now. If it doesn't, you may not have administrator priveleges. Also, you can have this occur if you have a different background chosen in the administrative profile, and then you are using a different profile. To correct this, reboot, hit f8 until you get the option to choose "Safe Mode", choose the "Administrator" account, then follow the directions above to set the administrator account desktop picture to a plain screen color. After rebooting you should be able to get rid of the problem and have your chosen desktop come up each time you boot up.
first save any pictures that you want to use for background or wallpaper then on your desktop (its where you can see you icons) right click then choose properties and you will see display properties, choose the desktop tab, you can then choose the background that you want or click browse if you have a specific picture or image that you have saved that you want to make as your background

You cannot change the wallpaper in starter edition. The feature is not included, it has been designed for entry level pc's only. Like everyone else is saying the tab is not there and when you right click on the image and click add as background it does not work. The most current and simplest ways is to select and right-click on the picture you wish to set as the background image. You can leave protected operating system files hidden to not have the desktop.ini files displayed, but leave system files unhidden to see the rest of them. That's pretty much it, place your wallpapers there, create new folders etc, and they will show in the Windows Desktop Backgrounds menu in wallpaper selection
