If you have setup an account to purchase the e-book then you own the book. When you want to read any book you've purchased you can sign into your account & all your purchased books will be there unless you've deleted the book from your account, otherwise you will have to purchase it again.
Hope this helps.

SOURCE: How do I transfer my books from my Apple phone Kindle account to my new Kindle?

As long as they are both registered to the same account. You can transfer them by going to 'Manage Your Kindle' or they will be archived, as long as you downloaded the books via Amazon.

I want to buy a new kindle but am concerned about transfering my books to the new kindle.

Two methods.
First: A computer is required. Connect the old Kindle to the computer it should show up as a new drive. Open that drive and find the books. Transfer them to the computer. Plug in new Kindle and do the same only transfer the transferred books from the computer onto the new Kindle.
Two: If you purchased the books from sources like Amazon, your books are saved on their cloud. Simply connect your new device and download all your books again.

How to transfer music or books to your Kindle device.

2. There are 3 folders on the device:
  • Documents - Digital reading materials. Newspapers, books, etc.
