It is quite easy to transfer the data from Samsung Galaxy 4 to Galaxy 8, MobiKin transfer for mobile can do that.

1. the first thing I would suspect is a dead battery
2. If it does not showing charging when connected to the charging cradle:
A. it could be either a bad charging cable, wall adapter, cradle, bad battery, or the internal charging connectors.. Do a process of elimination only with OEM Samsung cables and charging adapters.

B. If the Smartwatch has been on the shelf for a long time (either in store or not used after a long time) the battery will deplete itself so low that it needs to be trickle charged for 10 hrs or less depending on how dead the battery is.. Rather than being put on it's regular charge adapter for a few. Try inserting the charging cable into a computer USB port instead of into the wall charger adapter (see attached video)
3. If the Smartwatch is on, but won't turn off:
A. it may be a software issue.. Like an app you installed is clashing with another, or maybe an update got corrupted by a bad bandwidth connection.. If this is the case reset the watch and start over.
B. It's possible you have too many things going on and all the RAM memory (the brain) not storage space, has been used up.. Which is a temporary crash, just like when you over load your brain with too much stuff at one time..
try pressing the power button for 3 to 5 secs. If still no power, connect it to a working usb/power source and try to turn on again.
If no sign of power even connected, you might need a battery replacement. A little history on what happened before this will be helpful
I haven't seen anyone making any homemade chargers for such device. I would just advice you to buy one on ebay for les than $6 or even buy the Dock Charger Cradle Charging For Samsung from eBay and avoid wasting time and money or even damaging your device with a homemade charger. Even if you were able to make one it doesn't mean you would get the right voltage for your device and would still have to purchase.somethings to make it.
