Sorry my question was not clear, consequently the answer by Woodburn, which I appreciate is also not clear. The problem start with the SRS light coming on. A scan by icarsofti980 shows three error codes: 1.9058 N2/7 (Restraint systems control unit): coding is faulty; 2. 9003 The supply voltage of the control unit is too low (undervoltage); 3. 9077 VINs in control modules (Restraint systems control unit) and N73 (EIS[EZS] control unit) are not identical Just some more detail, this is 2004 Mercedes Benz S500
So you are not getting 24??? What control unit??? be sure you have the right transformer, also be sure you are using either the right terminals or the right wires for the primary side. also check the transformer with no wires on the secondary side, this will eliminate transformer and point you closer to solution.

You should have just one supply voltage on an AM type dishwasher. Find the data plate in one of these places - frame behind RH door, on the control box, under the front cover. The required voltage and phase (1 or 3) will be listed there.

Yes the 10% factor is correct. Anything greater than ten 10% will affect operation without question.

If you read 24 volts at the contactor and it does not pull in, the contactor is bad. If you do not read 24 volts at the contactor the problem is with the thermostat, thermostat wire or a defrost board and pressure switches if so equipped.

There are basically 2 possibilities that can cause this.
1) Enigne RPMs are too low. but, since you already played with the throttle, this probably isn't the case. RPMs should be about 3600 though.
2) The voltage regulator / capacitor has high ESR (resistance) or is bad altogether. Replace.
