I shot a first roll of film today and it worked perfectly. The second roll allowed me to advance to the first capture and released perfectly, but now it is not working. I just replaced the battery to see if that was the culprit but it is still not working.
Rewind the film and try 'dry-firing' the camera, checking to see if the lens is working properly. May be a bad contact between the lens and the body, may just the the film has loaded slightly on the huh.

This sounds like shutter release problem and can be fixed by replacing a 3v 220 mf capacitor ( leaking by now because they do not last more than 8-10 years and your camera is 25 years old ). You can do it your -self but will need a soldering iron and a replacement capacitor : remove bottom cover and locate small ( usually black in colour ) capacitor on the right hand side of the camera. Unsolder -- keeping an eye on polarity which is marked on the outside of the capacitor-- and replace with new one. Switch camera on and it should release the shutter and you are back in the saddle.

No, it is not the battery. My guess is that the film leader did not stay in the take-up spool and is now bunched up around it. Try rewinding the film carefully as you normally would but remember that you are only rewinding a small portion of the length. You can even just open the film door and start over. You will only loose 3 or 4 frames on the roll.

Bad news. I have an EM on the junk pile for a similar reason. In my case, the lever stuck and when I tried to advance the film, the plastic on the top of the camera body fractured and the whole mechanism separated. The current E-bay price on an EM body is under $30. Since the EM was made out of plastic, it is not repairable. If you have several lenses, it will be worth the low cost.
I have had Nikons of various models for over 50 years and in my opinion, until they fail such as your has, the EM is probably the most comfortable non-professional 35mm camera to hold and use that Nikon ever made.

On the very bottom inside the plate there are many cog gears with levers and retractor springs. One may had come off causing your problem

the self timer may be the issue. the self timer if not all the way released will not allow you to advance to the next frame :( i sometimes have to push it back to the start position
