Are you sure your hubby is picking up the wireless from his phone or is he just getting a signal from a cell phone tower?
The reason I ask is that once you hit the button to set the router back to the factory default, the wireless on the router is turned off.
You have to go into the router and enable the wireless and give it a SSID (unless you want the Dlink default) and you have to give it a password if you want it secured.
A router is a device that normally will be connected to the modem which gets the internet connection from the modem & gives out a wireless signal.
An adapter is a device that will be connected to the computer. This is a wireless receiver which receives the wireless signal from the wireless router & connectes to internet.
Check the distance bet computer and the Router.
Donot keep your router near television, microwaveoven or any radio active devces, it may reduce the performance.
Check the Antena terminals for any loose connections.
If possible check your wireless signal strength with another Laptop, to diagnose the router is working fine.
If everything seems to be fine, it maybe the issue with the Adapter.

In this order: 1) Turn off all PCs and printers connected to the router. 2) Unplug your router's power cord. 3) Unplug your modem's power cord. 4) Wait for at least 2-3 minutes. 5) Connect the modem's power cord and wait for at least 2-3 minutes. 6) Connect the router's power cord wait for at least 2-3 minutes. 7) Turn on each PC separately and wait until it is completely finished booting before turning on the next PC.
If you still do not have connectivity, read the manual and change the channel of the modem. YOu may be experiencing some RF interference, ie microwave, wireless phone system etc...
If your neighbors know that your using their router, you might ask them to reset it. If they moved it, this could cause the weakening of the signal, walls drastically decrease a wireless signal. You might also refresh your wireless card by uninstalling the wireless drivers and reinstalling them.
