I have a 2014 60HP Mercury outboard 4 stroke motor, where is the voltage regulator and how do i replace it?

It's on the Port side of the engine. Just above the oil filter. There are some electric connetors bolted at the same time.
It's held on the engine by 2 metric 6 bolts, use a 10mm wrench.

Your motor is fine. It needs to put out more than 12 volts or the battery will not charge. Most alternators put out between 13 - 17 volts, so this is well within the range.

Should not be that hard. Tape up the ends so you can hold it with out getting cut, (if its ragged or sharp from damage). should be one nut holding the impeller on. If its to tight to hold try air or electric Impact wrench. If its bad you can tap with a hammer to help in removing the old one. If it turned on the shaft you will need to rent a puller. Repost if you need more help.

the serial number begins 2487558 and continues past 2491265 and as the beginning serial number denotes the year , your engine is 1969 model
it shows as a 2 stroke with auto oil injection
check the heads

Red/purple is ignition
Yellow/red is startermotor
Black/yellow is motor kill
Black is ground

To have ignition, black/yellow wire must be disconnected
On is red/purple on bat+
To start Yellow/red on batt+
