Reset power button on power strip first turn off then on.If that don't work check and see if it is a switched outlet turn wall switches on in area.check and make sure cord is secured to scanner. Plug a lamp that is on in the strip this will help you when you are trying to turn switches on by yourself you can see it light up.

SOURCE: Lost manual and cannot program scanner bc145xl

Hi,
Try these instructions from Wiki.answers

Turn on unit.
Press MANUAL button.
Press MANUAL button again to select the channel you want to program. Note the channel in the display. If there is a hyphenated symbol in the upper left corner the channel has been locked out. Press the LOCKOUT button once to remove the symbol or press the LOCKOUT button to lock a channel out. To find out if there is a frequency programed into that channel, press the PREVIEW button. Each digit of the frequency that is stored in memory will be displayed in the LED display. To program a new frequency into that channel, simply press the digits of the frequency you want, including the decimal point. Press the "E" keypad key to enter it into memory. If you get a "E" displayed in the LED display, the frequency was entered wrong, is not a valid frequency or is out of range for the scanner. Last but least, the scanner is not working properly. If the channel is active, (communications going over it) set SQUELCH to higher number, until you hear the communications or just noise. To set the SQUELCH, select a channel that has only noise and turn it down to the point the noise disappears. You make have to readjust it to your liking. Once you have the channels programed you can select the SCAN button to listen to all the channels or select the MANUAL button to listen to just one channel. If there are channels that you don't want to hear during the scan mode, go to MANUAL and select the channel you don't want to hear and press LOCKOUT button. Then press SCAN again it will only scan channels you want to hear.

Hope this helps.

SOURCE: I need instructions on how to program a Uniden

Most older Uniden scanners can be programmed in these five easy steps:

1. Press Manual 1 Manual (should be channel 1)
2. Enter a frequency
3. Press E
4. Press Manual to advance to the next channel
5. Repeat steps 2 to 4

If you want a manual, apparently you will have to buy one... Price is $6.00 (including shipping) unless otherwise indicated Old Owner's Manuals Available
or Bearcat Manuals from Vintage Manuals, Inc. I am not affiliated with either, and did not check whether they have your model.

I have a uniden bearcat scanner and cant pick up my local police dept. I put the frequency in and still dont hear anything. I have a bc145xl 16 channel scanning radio and want to know if its compatible...

If you programmed the correct frequency, you should be getting reception. Check www.RadioReference.com to verify the frequency. Otherwise, you may be too far from the transmitter to receive signals. Try your scanner in other locations, check your antenna, and try receiving the PD on another scanner.

The MARCS - Ohio Multi-Agency Radio Communications system - is a Motorola Type II SmartZone Omnilink Trunking system that utilizes APCO-25 digital transmissions. Your BC145XL is not compatible with trunking or digital systems. In order to follow the MARCS you will need one of the following scanners:
GRE PSR-500, PSR-600
Radio Shack PRO-106, PRO-197, PRO-96, PRO-2096
Uniden BC250D, BC785D, BC296D, BC796D, BCD396T, BCD396T, BCD996T, BCD996XT, or the brand new HomePatrol-1

How do I program my bc145xl scanner

I searched but could not find a manual for the BC145XL. Your keyboard looks identical to the UBC144XL though, so the instructions for it should work on your scanner. You can download the manual for the 144 here:

Cant get programed

Programming the BC350 is fairly straight forward, and the operating manual has very good step-by-step instructions. You can download and print the manual by following the link below. The programming instructions are detailed on pages 24 through 28.

I have a bc145xl and i dont know how to put in my frequency channels i got

I couldn't locate a manual for you, but the 16-channel BC145XL is a fairly typical Uniden scanner.

Turn the scanner power ON.

Press the MANUAL button to stop scanning.

Press the MANUAL button repeatedly to advance to the channel that you wish to program.

Enter the frequency that you wish to program, including the decimal point. Frequency range of your scanner is 29-54, 136-174, and 406-512MHz.

Press E (Enter) to cpmlete the process.

To continue programming, press MANUAL to advance to the next channel, and start the steps again.
