How do you unblock an incoming call on my landline

Seems that either the phone company has cut-off your incoming service (which they do for non-payment), or you have activated a "feature" and need to turn it off.

(phone companies cannot turn off local-outgoing calls for non-payment because that would prevent you from calling 911)

Have you tried calling your landline to see if you hear a message?

A simple call to your Telco Provider would probably resolve this quicker.

It is a landline recorder! Cell phones communicate via wireless transmission.
