It should be under the phone app, when you make a call or get a call, in the display you should have various option, and one of them must be Speaker or something along those line.

if you're sure with the setting, then it's time to have it repaired. It might be busted

if it has it, you should be able to go to settings and network and select 2g.. att can help you with specifics or go to att.com/wireless and look at the tutorials of the phone. It will tell you there if its a possibilty. Sometimes the 3g will show up on your phone if your in a 3g coverage area, that doesnt necessarily mean your phone is 3g capable.
