There are 2 possible problems. One is the defrost cycle is not working properly this is usually indicated by a large amount of frost on the back freezer panel. If so, the circuit will have to be repaired and the evaperator thawed to remove the ice build up. The other is the fresh food damper is not working properly this is behind the "lump" in the back of the fridge compartment above the top shelf, remove the louver panel to see if it is open or closed. closed will be warm open should be cold. The water dispenser reservoir is probably frozen due to poor air circulation.

If you are sure the fan in the freezer is running and you don't feel any air flow out of the top middle vent inside the fridge section, then the damper motor must be bad. The damper motor is behind that vent cover inside the fridge section.

the back panel inside the freezer has screws in it. take out the screws to remove that panel. the coils are behind that. melt all the frost. youll see one or 2 heating elements in there also. replace the elements. its a common ge problem. this will fix the problem

Problem seems to be solved. I unplugged it for a short time and plugged it back in. I'm guessing it needed to be re-set.

Your problem is the Defrost Heater Assy. I know because i own the same model refrigerator. The first time I had this problem I looked at the same things you did. I then called a repairman who charged me about $140.00. I watched what he did and asked questions, that's how I knew what the part was called. The repair lasted about a year and YES it happeneed again. I ordered the part myself this time and did the repair myself. And now after six months it has happened again. I will never buy another GE refrigerator. In fact I have heard that there was a recall on this model (lawsuit), but the window has passed and we are stuck with this crappy refrigerator. The repair is simple and you can get the instructions online. The part costs about $30.00 which you can also order online--Isn't the internet great. Hope this info helps.
