There are Mondaine watches that do the same thing. I believe that it's because the date display is actually two separate disks, each reading 0-9. Most date watches only have a single large disk for 1-31. Although your watch is capable of displaying, for example, the 33rd of the month this doesn't happen in practice as the logic built into the watch prevents it.
I assume that using 2 smaller disks to display the date, rather that 1 large one, is for design purposes - possibly it would get in the way of additional hands or other features on the watch.

The secret is a new battery. People are always shocked when they get a brand new watch and it isn't running. How do you know how long it was sitting on the shelf of the factory or the retailer? A battery is usually good for 1-3 years... May have just expired.
