SOURCE: timer switch mode is inoperable.

With the Dehumidifier switch on, pressing the Timer Button should changed between 2hr and 4hr mode.

If this is what you're doing and it isn't lighting the LED nextto the 2hr and 4hr can you confirm what setting you have for the humidity?

I lost instructions for setting Woods Outdoor 24-Hour Mechanical Timer. I set time of day and pressed down tabs for on and off time, but nothing happened. What more do I need to do?.

1) Copy following link for how to set analog timer by experimenting with features.
http://waterheatertimer.org/How-to-set-timers.html

2) Usually you move slide switch to timer, and make sure load is ON and operable before plugging into timer.

On Intermatic HB65R Timer, how do I set AM/PM or 24 Hour cycle ?

HB65 manual is not available.
Intermatic has pared-down it's timer line recently.
Some old manuals still show, but those are disappearing because timers don't last forever.
http://www.intermatic.com/products/timers/consumer%20outdoor%20timers/digital%20timers.aspx
http://www.intermatic.com/customer%20service/instruction%20manuals.aspx

HB61 manual:
http://www.intermatic.com/~/media/files/intermatic/products/instructions/timers/hb61rc%20-%20english.ashx

HB61 timer has a photo-cell switch and automatically turns ON at dusk, and then you set timer for how many hours it will operate before turning off.
