Nope. The picture resolution has to be 1080 to fill the screen completely. Using stretch and zoom will distort the low rez pictures. No option to change resolution on the TV itself.
You cannot. The simply answer is the commercials (being fairly new) are actually HD 1080p/i. The TV show you were watching was not and still broadcasting in 480p (not HD). This is common for older programs and networks that have not updated.
You can technically "fix" this by switch the TV view mode to Stretch, Zoom, or even possibly have the TV attempt to upscale the video to HD. All of these will result in distortion and/or picture lose (as some of it would be off screen). While missing an inch or 2 might not be a big deal, the resulting grainy picture can be very annoying.
If it is too much and you have to use the entire screen, I recommend going with the upscale option in the menu. It should be labeled like "Display all in 1080p" or ".... 720p". I would also recommend not using "smooth" as an image option because it makes everything muddy and blurry.
I have an older Mitsibutishi 52" HD 1080. I recently upgraded my cable box to DirecTV HDTV. When I change to format to view in 1080 the TV goes from full screen to what seems to be wide screen with a black bar on the top and bottom. If I change the format to 480p I get a full screen; but the picture has a "redish tint" over it as if looking through sunglasses...I tried everything in my TV manual even call the cable company. Any suggestions?
