I had the same problem with my DSC-W55. I actually just called the customer service number on the sony website and they told me how to solve the problem.
- Take your battery out
- Press and hold the power button for 60 seconds
- Re enter your battery
- Voila.. it should work when you turn it on. Mine did.

Lens is jammed. Replace the lens to fix the problem. Parts and repair are available at most online auction houses.

When I turn the camera on it says access on the screen, then it starts beeping and says "turn the camera off and then on again." I do this and the same thing happens. This happend once before, and I went to a troubleshooting web site and it was suggested that I take the camera in one hand and smack it into the other hand. Which I did. It started right up and has been working fine until now.

A $ for every time I have typed this fix I would be a millionaire . THIS IS NOT A JOKE..
Turn the camera on and then slap it hard into the palm of your hand several times, Turn it OFF and ON again to see if it has cured the problem. Keep doing this until it does work. I was given this fix by a Sony Tech and he laughed that they charge $90 to do just that!
I did it to my own camera and it definitely worked. Some take more banging than others. If you used it at the beach then a grain of sand is caught in the mechanism. It does not take much dirt to jam the lens and cause this problem. BUT THIS FIX DOES WORK

OK you are probably going to think I am loony giving you this advise But No I am completely sane!
Get a can of compressed air OR acces to a compressor at your local garage Get them to fit the triggered air blower tool to it.
Blow
around the lens in all the extension joins the firmly slap it in the
palm of you hand with the side of the camera making contact with you
palm. Do the procedure two or 3 times and inbetween the slaps turn it
on to activate the lens mechanism. I have now fixed about 80 of these
cameras with this method. I obtained the fix from Sony who charge $90
to do exactly the same. Keep at it as it will eventually work. One tip,
make sure the battery is charged before you do this.

Error: TURN THE POWER OFF AND ON AGAIN is displayed on the LCD screen when the Lens Mechanism is stuck or when affected by any malfunction. If turning the power on and off again does not resolve the error message, try doing a power reset and Initialize option.
Performing a manual power reset
?· Turn off the camera.
?· Remove the battery pack.
?· Press and hold the power button for 30 seconds.
?· Allow the camera to remain without power for 60 seconds.
?· Reinsert the battery pack.
?· Turn on the camera.
To reset the Camera back to factory default, select the INITIALIZE Option from the Main Settings Menu of the Camera to OK. This will set the user defined settings back to factory default. The images and videos will not get deleted.
If the issue persists, service may be required.
