Have evinrude 225 etec and the hydraulic tilt will not tilt motor all the way up

LOW FLUID POSSIBLY AND THE PUMP DOES NOT PUMP WATER .

Then, remove the screw cap or plug and add hydraulic fluid until it reaches the full mark on the dipstick or sight glass. Use the recommended fluid type specified in the owner's manual or on the reservoir cap. Finally, replace the screw cap or plug and wipe away any excess fluid. It's recommended to check the fluid level periodically and add more fluid as necessary.

To kill the engine, you should connect te yellow/black wire to ground ( thru the switch of course)
The easyest is to take the wires at the ignition key.

Carburetor has clogged filter (dirty) or filter on gas line in tank is clogged which causes insufficient gas flow. Another reason is the carburetor air adjustment out of wack due to someone turning the screw and set it wrong.

Remove Round Black Plastic Cap At The Top Of Each Cylinder Head There Are vTwo Thermostats In A Engine The Thermostat Is Held In Position With A Spring So It Will Jump Out When It Comes Loose,
Replace Thermostat And Re Fit Spring And Cap

Make sure there is not a spring loaded locking lift latch engauged. If there is you will see a little movement and then the motor will sound slower. If there is no movement and the motor runs the same speed with no change you are low on hydraulic tilt and trim fluid.

have you got hydraulic trim/tilt? if so control button /switch will be on or near throttle handle-if not you will have to manually lift and insert pin at bottom of mount on transom

First make sure you are not in transit mode. Some outboards have a lever which keeps the motor tilted for trailering. You should have a fuse for the tilt motor, check that. If the pump is turning and it sounds like it is whining you are pushing air and either lost your hydraulic fluid or have an air bubble in the system. Check your fluid reservoir.
