When plugged in to charge, green light stays on. When unplugged, nothing works. When plugged into computer, "defective" appears on computer screen. What should I do now?

You have a ground fault issue in the DC JACK.
There are escentially 4 circuits in the jack and one is not making contact.
1: Negative Charge circuit (outter ring)
2: Negative Run circuit (outter ring)
3 Positive (Inner Ring)
4: Signal (center pin)
I believe the negative charge circuit (outter ring) is not making contact internally. Typically what happens on that model DC Jack is the tension contact metal becomes fatigued, and does not touch the outter ring.
This could come from Heat causing early fatigue of the metal.
Or normal wear, the metal has simply worn out from regular insert/removal.

That usually indicates battery is beginning to go bad. Eventually it will not hold a charge and will need to be replaced.

Probably the plug on the navman has suffered what we call dry solder joints from inserting and pulling out the charger you need a tech to fix it. soldering is nesessary shouldnt be too expensive I fixed mine its about half an hours work if not too damaged inside

parts,replace any that look like the pictues and your monitor should
workfine. The capacitors do need to be installed with the correct + and
-connections, note the stripe on the old one and insert the new one

Unfortunately not really, it is the video board of the LCD that has failed, it is a major repair to say the least. You can check with a local repair shop to estimate the repair, but it will be spendy :(. I'm so sorry about the bad news there, but that's definitely what it is. If you happened to purchase the TV with a major credit card (not a debit card) there is a good chance it may still be under the free extended warranty most credit cards place on electronics. Please contact your credit card company to inquire if they do this, and they will be able to file the claim and get you a refund for the TV.
